The Iowa Senate has unanimously passed a bill that would punish a state worker who violates a so-called “blackout” communication period during competitive contract bidding. The measure would require the Iowa Department of Administrative Services to establish sanctions such as a job suspension, demotion or dismissal. Senator Janet Petersen says the bill addresses communication last year during the bidding process for Medicaid privatization contracts.
