Because no private sector buyer wants it, Iowa Senate President Jack Whitver thinks it’s time to pull the plug on the Iowa Communications Network.  The Iowa legislature authorized construction of a state owned fiber optic network nearly 30 years ago to provide video and data to schools ans state government.  Newer technologies and lower costs have changed and that was sited as a possible reason as well.
