A panel discussion on the issues of sexual assault took place at the Marshalltown Public Library on Thursday night. Seven panelists talked about various issues including Iowa Secretary of State Paul Pate. The event was moderated by Marshalltown Police Chief Michael Tupper who says sexual assault is an under reported crime in which only about ten percent of the crimes are ever reported to authorities. Marshall County Attorney Jennifer Miller says the culture of thought about sexual assault in the community needs to change from thinking about what the victim did to about what the attacker did.
