The Marshalltown City Council on Monday night approved the hiring of Jessica Kinser of Clinton to be the new City Administrator of Marshalltown. Kinser is presently City Manager of Clinton and was named the 2015 Iowa City Manager of the Year by her peers. Council continued to debate a storm sewer rate ordinance, they voted 6-1 to put the item on the October 10th agenda, council was told by City Public Works Director Justin Nickel that the city needed to increase its reserves for multi faceted reasons.
