A bill in the Wisconsin Senate would allow distribution of manure-based fertilizer with lower nitrogen, phosphorus, and potassium levels and with less testing requirements.

Current law requires a fertilizer distributed in Wisconsin to be guaranteed to contain a combined weight of nitrogen, phosphorous, and potassium that is at least 24 percent of the fertilizer weight unless exempted by the ag department.  The bill allows the truthfulness of a statement on a permit application or label to be proven by a typical analysis and it allows the department to not require extensive testing.
