USDA’s Risk Management Agency has updated its prevented planting program to allow producers to hay, graze, or chop cover crops for silage without penalty.
Previously, such actions could only be taken after November 1st to avoid a 65 percent payment reduction from the program.

“We feel like this encourages producers in those situations that have prevented planted acres to go ahead and plant a cover crop,” Flournoy said.
