The Western U.S. is facing a water crisis and many in the ag industry agree water resiliency needs to be a priority in the next farm bill.

Western Kansas farmer Tom Willis told members of Senate Ag Subcommittee at a hearing Tuesday his area is in exceptional drought. “This morning at 3 o’clock in the morning, I got a call from my wife. Usually when that happens, I have cows out on the highway and my cowboy is drunk somewhere.
