Last week the Marshalltown City Council discussed a development agreement with The Shops at Marshalltown, who has purchased the Marshalltown Mall. The agreement will give The Shops at Marshalltown TIF, Tax Increment Financing, on any improvements they make to the mall over the next 20 years. In that agreement, The Shops at Marshalltown need to keep the Mall 70% full with tenets.
That is Glen Kitto, the Director of Construction for The Shops at Marshalltown. KFJB asked Kitto how they are able to convince national retailers to come to Marshalltown as the community has heard no from big retailers in the past. Kitto says its experience and already having relationships with those retailers.
Kitto said multiple times at the City Council meeting that they believe in Marshalltown and felt that this investment was a good one.

The plan is to have the stores all front facing and no hallway in the mall. Kitto did not have any announcements of retailers as he said they like to make those announcements on their own timeline. He says people should start to hear about retailers this fall with some stores opening as soon as next spring.
